ICMA Local Government Reimagined Scholarship Applications Opening Soon- Stay Tuned

J. Thomas Lundy Scholarship

Tom spent 44 years in local government service, primarily as Catawba County, North Carolina, Manager. He served as President of ICMA, the NC City and County Managers Association and NACA, and as Chair of the ICMA-RC (now MissionSquare) Board.  He also served on the IHN and Alliance for Innovation Boards of Directors, and served on and chaired the Credentialing Advisory Board.

He retired from full-time service in 2016, and became a Life Member of both ICMA and the NC Managers Association. He received ICMA’s Distinguished Service Award, and is a three time recipient of the Long Leaf Pine Award, the State of North Carolina’s highest award.  In retirement, he continues his local government connection, serving as a Senior Advisor in North Carolina.

NACA will offer one (1) scholarship to attend the ICMA Annual Conference. Applicants must be NACA members. Applicants may join NACA after applying for the scholarship opportunity.

Scholarships include $1,500 to cover registration and travel*

The ICMA Annual Conference will bring together local government professionals around the world to connect and learn from peers, focus on emerging trends and challenges, and provide solutions to help them prepare for the future.

*Awardees are responsible for paying their travel expenses up front. NACA will reimburse travel expenses after the event has concluded. If awardees have not registered for the conference, NACA may register them and the cost of registration will be deducted from the overall award. If awardees have already registered for the conference, they may submit the cost of registration along with travel expenses for reimbursement after the event has concluded.

David J. Krings Scholarship

Dave worked in the Governor's Office and then took a job with the Lieutenant Governor (later the Governor) of Wisconsin. In that role, he was an advocate for people who were disabled or elderly and received a M.A. in public policy and administration at the University of Wisconsin-Madison. From there, Dave moved to St. Paul, Minnesota, where he worked for Ramsey County. In 1983, the family moved to Peoria, Illinois where he served for nine years as the Peoria County Administrator. In 1992, the family moved to Cincinnati, Ohio, where he served as the Hamilton County Administrator until 2005.

Dave was very proud of his profession and the people within it. He served as president of several professional societies including the International City / County Management Association (ICMA) and the National Association of County Administrators (NACA). During this time, Dave and Chris were able to travel and visit with dear friends around the world. In the last few years, Dave worked with two organizations -Management Partners and Slavin Management Consultants -where he consulted with local governments.

Though Dave was internationally recognized for his accomplishments, he was a quiet and humble person. He was a defender of underprivileged people and animals. Never the life of the party, Dave was nonetheless gifted with an ability to develop and maintain deep, lifelong friendships. He remained close with his sister and many cousins who fondly remembered him for his good humor, reliability, kindness, and what one described as steadfast "leadership in a pack of cousins."

Though he will be deeply missed, his legacy lives on through the countless public servants he has mentored and counseled.
