February 2025 NACA Virtual Idea Exchange: Navigating ARPA Funding

February 2025 Idea Exchange participants review a Montgomery County, OH ARPA presentation in one of the breakout rooms.

The National Association of County Administrators (NACA) recently hosted a virtual Idea Exchange, focusing on the American Rescue Plan Act (ARPA) funding. This one-hour event provided a valuable platform for county administrators to share insights, strategies, and experiences related to ARPA programs in their communities.

NACA President Kenneth Wilson kicked off the session with an introduction before participants were divided into Zoom breakout rooms for more focused discussions. Despite the separation, the breakout groups independently touched upon several common themes, highlighting the shared challenges and opportunities faced by counties across the nation.

Key Takeaways from Breakout Sessions

Attendees noted the interesting similarities and differences in approaches across various counties.

  • Emphasis was placed on the importance of collaborative efforts to maximize the impact of ARPA funds. Participants shared success stories of local partnerships to develop innovative programs.

  • There was a focus on the strategic distribution of funds to non-profits.

  • Several participants stressed the value of leveraging external expertise rather than managing all initiatives internally.

  • Discussions also centered around protecting counties from potential fund clawbacks.

  • Allocating funds to one-time projects vs operational expenses was an important takeaway.

  • Participants discussed methods for handling organizations unable to meet project deadlines.
